Phil Dales is a Partner with Liff, Walsh & Simmons and a member of the firm’s Land Use & Zoning and Real Estate Practice Groups. He counsels clients on zoning matters, including rezonings, variances, special exceptions, planned development applications and comprehensive planning. He also assists clients with building permits, liquor licensing, administrative law, real property, commercial landlord tenant disputes, and litigation issues.  He has obtained favorable decisions for clients from the Circuit Court to the Court of Appeals, Maryland’s highest court.

 

Phil holds a BA in English and Economics from Washington and Lee University, a Master of Urban and Environmental Planning from University of Virginia and a J.D. from the University of Maryland School of Law in 2013.

  • Briefed and argued for Respondent Chipotle Mexican Grill of Colorado, the case of A Guy Named Moe v. Chipotle Mexican Grill of Colorado, No. 56, Sept. Term, 2015 (decided April 26, 2016) before the Maryland Court of Appeals (Maryland’s highest court).
  • Briefed and argued for Petitioner Boone’s Estates, Inc., the case of Anne Arundel County v. Harwood Civic Association, et al., 422 Md. 595, 113 A.3d 672 (2015), before the Maryland Court of Appeals (Maryland’s highest court).
